<p>FOLLOWING a weekend of mass protests conversationalists once again put a stop to 
the logging that threatens koalas in the Mumbulla State Forest.</p>
<p>Three protesters chained and locked themselves to logging equipment early on 
Monday morning.</p>
<p>Leading the protesters was BVSC Greens Councillor Keith Hughes who 
immobilised a giant tree feller bought in by Forests NSW to accelerate the 
woodchip logging. Cr Hughes locked himself onto a log loader and prevented 
logging operations from continuing for the day.</p>
<p>Another protestor, Jane Salmon, a Sydney-based and mother of two, was locked 
onto a snigger. The number of protestors at the Mumbulla blockade has swelled by 
Sydney supporters.</p>
<p>"This is a determined effort by the community. This is the 49th day of our 
protest at this barbarous operation and we are not going away," said Cr Hughes.</p>
<p>The protesters were left rather hungry and thirsty after police took away 
their food and water. The three protesters were arrested in the afternoon.</p>
<p>Harriett Swift from CHIPSTOP was down at Bega Police Station to bail out Cr 
Hughes when she told ABC Radio Statewide: "We are certainly not going to give 
up. We cannot take the risk with the future of these animals. There are only 30 
to 50 koalas remaining in the area and we cannot afford to lose a single one of 
them."</p>
<p>The protesters have issued a joint declaration that the woodchip operations 
are illegal and in breach of numerous regulations that Forests NSW and its 
contractors are required to meet.</p>
<p>Meanwhile, traditional owner Louis Campbell was arrested at the woodchip site 
on the lower slopes of Mumbulla Mountain, sacred to local aboriginal people.</p>
<p>Mr Campbell is understood to have been protesting that the woodchip 
operations were not only destroying critical koala habitat but were also 
disturbing a sacred burial site.</p>
<p>Mr Campbell is a close relative of the late and highly respected Gubbo Ted 
Thomas who campaigned for many decades for the protection of Mumbulla Mountain 
together with the sacred Gulaga Mountain and the linking forests.</p>
<p>Monday's protest followed a weekend of stepped up actions to stop the 
woodchipping of native forests. The NSW Greens State Conference was held on 
Saturday at the Bermagui Community Centre. The conference is held every two 
months to discuss policy and campaigning.</p>
<p>"With Federal and State elections drawing close, the NSW Greens have their 
nose to the grindstone developing strategy and campaign plans," said NSW Greens 
MP and South East spokesperson Lee Rhiannon.</p>
<p>Greens MPs and members will consider an urgent motion calling on the NSW 
government to:</p>
<p>* end the industrial logging of native forests;</p>
<p>* reject plans to build any power station that burns native forest products; 
and</p>
<p>* stop all sackings and forced redundancies of NSW Forests staff and return 
the permanent workforce to June 2009 levels, and ensure effective environmental 
supervision of logging while it remains legal.</p>
<p>On Sunday morning Greens MPs and members joined local campaigners at Mumbulla 
Forest to take a stand for the Mumbulla koalas. The result was a mass forest 
protest of approximately 300 locals and Greens from across the state who enjoyed 
a choir, speeches and the world premier of a forest theatre production.</p>
<p>Liberal MP Andrew Constance meanwhile has called for an immediate overhaul of 
the NSW Occupational Health and Safety (OH&amp;S) Laws to incorporate changes 
that would result in the prosecution of forest protesters for risking the lives 
of themselves and forestry workers.</p>
<p>"The forests are a workplace and the protesters should not be above the law 
when it comes to occupational health and safety. The same laws should apply to 
everyone," Mr Constance said.</p>
<p>"The NSW Labor Government should move immediately to ensure that the laws are 
strengthened.</p>
<p>"The actions of people such as Greens Clr Keith Hughes this week are 
outrageous as they do nothing more than endanger the lives of timber workers and 
themselves," he said.</p>
<p>"The recent erection of a 4m-high tripod should be a clear breach of OH and S 
laws given the dangers it poses for the paid activist that sits up it, the 
timber workers and the police.</p>
<p>"I'm advised other states have tightened their OH&amp;S laws to address the 
actions of these protesters and its time NSW did the same," he said.</p>

    <description>Greens MP and southeast spokesperson Lee Rhiannon this afternoon reports that the three protesters locked on to forest clearing machinery in the Mumbulla State Forest, where logging threatens koala habitat, have had their chains cut off by NSW Police and have been transported to Bega Police Station. An Aboriginal traditional owner has just been released after having been arrested for failing to leave the forestry area.</description>

<p>“Only yesterday, this Aboriginal traditional owner took me on a tour of the area, showing me where previous logging activities had desecrated the burial grounds of his elders,” Ms Rhiannon said.<br />

“These campaigners are engaged in peaceful, non-violent action to delay further destruction of native forest habitat which is home to<br />
the last colony of koalas on the NSW far south coast.<br />
<br />
“Conservationists are left with no recourse but to protest so as to protect an area which the NSW government promotes as the ‘Sapphire Coast’ for its beautiful wilderness,” Ms Rhiannon said.<br />
<br />
A larger team of conservationists, some dressed in koala suits, supported the three protesters who were locked onto Avatar sized<br />
machines.<br />
<br />
Anti-logging campaigner Harriett Swift said, “Ramping up the action is regrettable but necessary. We have been watching the log dump grow with its huge fallen trees.<br />
<br />
“Forests NSW have been moving out logged trees that provided breeding habitat for local koalas.<br />
<br />
“All conservationists have been threatened with fines if they remain in the immediate area and some have already received them,” Ms Swift said.<br />
<br />
The Aboriginal Legal Service and the Environmental Defenders Office are together preparing to represent the Aboriginal land over when the matter reaches court on 15 June. No bail conditions have yet been set.<br />

    <description>Commenting on today's decision by Forests NSW to halt logging areas within two compartments in the Mumbulla State Forest following revelations that they were gazetted as an Aboriginal Place in the 1980s, Greens MP and spokesperson for South East NSW Lee Rhiannon has congratulated the traditional owners for defending the forest, and has called on Environment Minister Frank Sartor to stop logging areas in two adjacent compartments where koala habitat is still at risk.</description>

<p><img class="image-right" src="../picture009crop1.jpg/image_preview" alt="Lee visits SE Forests" />"The halt to logging within two compartments with significant Aboriginal heritage values is an important win in the campaign to protect the Mumbulla forest," said Ms Rhiannon.</p>
<p>"I congratulate the traditional owners for pursuing the protection of their heritage.</p>
<p>"Areas in the two logging compartments were gazetted as Aboriginal places in the 1980s. &nbsp;They should have been included in the Biamanga National Park. &nbsp;They should never have been approved for logging.</p>
<p>"I call on Environment Minister Frank Sartor to also halt logging areas within the two adjacent compartments that are comprised of valuable koala habitat.</p>
<p>"It is unethical for Environment Minister Sartor to allow logging to continue in the precious koala habitat of the Mumbulla State Forest," Ms Rhiannon said.</p>
<p>South Coast based Chipstop campaigner, Harriett Swift has been present at the forest blockades since logging started on 29th March.</p>
<p>"Today's decision recognises the importance of the mountain to the Yuin people and also gives us hope for the survival of the koala in our region,” said Harriett Swift.</p>
<p>"I was thrilled to join my community in the forest this morning to see the departure of the enormous logging machines that have been destroying the koala habitat.</p>
<p>"Compartment 2135 and the northern section of 2133 were declared and gazetted as an Aboriginal Place in 1984 as a result of the Guboo Ted Thomas campaigning in the 1970s. &nbsp;Most of the area is now in Biamanga National Park, with ownership handed back to the traditional owners.</p>
<p>"The status of the remaining areas of Mumbulla State forest is still unclear, but conservationists are gearing up for further struggles over the significant amount of koala habitat forest that remains at risk," said Ms Swift.</p>

<p>Speaking from the site of the blockade to Ms Swift stated, "Protesters this morning have successfully blockaded the entrances to the planned logging area in Mumbulla Forest that would threaten koala habitat.<br /><br />"A large turn out of locals are staging this peaceful protest as we have no confidence that the NSW government is committed to protecting the habitat of the last known population of koalas on the NSW south coast and abiding by the agreed halt on logging.<br /><br />"There are a group of loggers waiting here to start work.<br /><br />"Forests NSW still have the prohibited zone declaration in place for logging this area, the roads are closed as is usual in any logging operation and the mechanical harvesters and bulldozers are all here, along with the logging trucks and the logging crews.<br /><br />"So why would we believe the word of Minister Ian Macdonald that logging is on hold.<br /><br />Ms Rhiannon said, "Premier Kristina Keneally should insist on a moratorium on logging and that has to mean all equipment is removed from the proposed logging area and returned to the local depot.<br /><br />"Mr Macdonald's past performance as primary industries minister suggests that he will be looking for ways to continue logging. I am not surprised that the locals are continuing their protests and that they don't believe the word of this minister.<br /><br />"Leaving the equipment in the forest undermines the studies to determine the presence of koalas in the proposed logging area. <p>“The NSW Premier should hang her head in shame if she allows the last<br />known koala habitat on the far south coast to be destroyed on her<br />watch,” Ms Rhiannon said.<br /><br />“Forests NSW has indicated that logging in Mumbulla State Forest will<br />start early in March 2010.<br /><br />“Right now the NSW government is prioritising the interests of the<br />logging industry over the ongoing survival of this much loved native<br />animal.<br /><br />“The Greens are supporting local environmentalists who are calling on<br />NSW Premier Kristina Kenneally to intervene to stop the logging in<br />Mumbulla State Forest.<br /><br />“The koala population on the NSW south east coast is at a critical level.<br /><br />“The NSW Labor government should be doing all it can to safeguard<br />remaining koala habitat, not moving full-steam ahead with logging.<br /><br />“Surveys sponsored by the NSW Environment Department last year<br />established that koalas have held on and may even be breeding in<br />Mumbulla forest. The population may recover to viable levels should<br />their habitat be left undisturbed from logging and fire.<br /><br />“It is understood that Forests NSW will burn the compartments after<br />logging, which will kill off any remaining koala population.<br /><br />“Koalas have a range up to 50km, so leaving small ‘cells’ for koala<br />habitats is not effective to safeguard populations. The Mumbulla State<br />Forest needs to be left intact.<br /><br />“This State Forest is also home to Long-Nosed Potoroos, which are also<br />considered to be an endangered species.<br /><br />“Ms Kenneally should do the right thing by the koalas. <p>16 August 2009: Premier Nathan Rees had a <a class="external-link" href="http://www.smh.com.au/environment/conservation/national-park-plan-to-save-red-gums-20090814-el7f.html">good news story</a> on the environment yesterday and he blew it. <br /><br />For years the NSW government has dragged its feet on <a class="external-link" href="http://www.npansw.org.au/web/conservation/western/redgum/index.htm">protecting river red gums</a> but this week the first steps were taken towards creating new national parks in southwest NSW by setting up an inquiry into Riverina red gums and the southwestern cypress state forests. <br /><br />In attempting to badge himself up with what is very significant despite the years of no action the Premier showed his arrogance and ignorance. He described the move to protect the Riverina red gums as ''the last piece of the NSW conservation puzzle''.<br /><br />Whoops. Can you imagine the agony those few words would have given the Premier's chief of staff Graham Wedderburn. Putting in place a plan to save the river red gums was probably high up on Wedderburn's list when he was brought in to sort out the top office. <br /><br />We could guess that he was hoping to have a repeat of his heady days with former premier Bob Carr when they created lots of national parks and did win much good will on the progressive side of politics.<br /><br />But Rees is no Carr. He mangled the announcement by asserting that saving the red gums is the “last” conservation move needed in NSW. The Premier made many people working hard for environmental causes very angry. <br /><br />That was certainly the response from folk on the far south coast who have been campaigning for years to stop woodchipping of native forests. <br /><br />Harriett Swift from <a class="external-link" href="http://www.chipstop.forests.org.au">Chipstop</a> wrote: So that’s it for the environment under your government, is it? There will be nothing more for the environment while you remain at the helm? Did you really mean to say that?…[Y]our Government is subsidising the native forest logging industry to the tune of $14.4 million a year. The forests of the southeast are still being woodchipped at record levels, despite the promise by one of your predecessors to end export woodchipping by the year 2000. There is plenty more to be done for the environment.<br /><br />Mr Wedderburn please note that the Premier's words&nbsp; ''the last piece of the NSW conservation puzzle'' will dog Labor up to the next election. <br /><br />But there is a way the Premier can reclaim the environmental high ground. He should announce a plan to end woodchipping of native forests in the southeast. The justification for winding up this industry is well documented. These forests are some of the most significant in the world for capturing greenhouse gases. Local fisheries, oyster farming and tourism would benefit if native forest logging stopped. <br /><br />This plan needs to set out a restructuring program for the industry that ensures no workers are out of a job.<br /><br />Mr Wedderburn ending native forest woodchipping in the southeast needs your attention. It would be a quick way to wipe out the Premier's embarrassing gaff. <br /><br /></p>

<p>Following sitings of the endangered swift parrot
in a south east forest slated for logging in coming weeks Senator Bob
Brown and Greens MP Lee Rhiannon have called on the state and federal
government to ensure plans to log in this area are abandoned. <br /><br />"Swift
parrot sitings in the NSW south east forests is wonderful news and
every effort needs to be taken to ensure their habitat is not
destroyed," Senator Brown said. <br /><br />"The Swift parrot is one of
the nation's most endangered birds. The logging of its winter feeding
habitat near Bermagui (NSW) and its summer nesting habitat at Wielangta
(Tas) is a national disgrace. The Minister for the Environment Peter
Garrett should immediately intervene on both sides of Bass Strait.<br /><br />South
East NSW Greens spokesperson Lee Rhiannon said, "With less than a
thousand breeding pairs remaining, Premier Rees needs to ensure State
Forests do nothing that can disrupt or destroy the forest area where
swift parrots are feeding.<br /><br />"The Greens are calling on Premier Rees to act as we have no confidence in the responsible minister, Ian Macdonald. <br /><br />"The
arrival of swift parrots in the NSW southeast is great news. Now we
have a responsibility to ensure they are well protected. <br /><br />"Premier
Rees could show his green credentials by ordering Forests NSW to stay
out of the forestry compartment where the swift parrots have been seen.
<br /><br />"These sitings are highly significant. These parrots are listed
by the World Conservation Union in its Red Book of globally endangered
species. The swift parrot is more rare than China's giant panda or
Borneo's orangutans.<br /><br />"The south east forest feeding grounds for
the swift parrot are significant as its migration route is very long,
from Wielangta's tall eucalypt forest to mainland winter feeding
grounds. <br /><br />"These blossom-feeding birds are in a perilous
situation because of forestry operations and every effort needs to be

    <description>On Monday of this week I spent two hours at the Eden Chipmill, along with Greens MPs Sue Pennicuik, from Victoria, and Deb Foskey, from the ACT. We met with the mill managers and toured the site.</description>

<p>&nbsp;</p>
<p>The
view from the woodchip mill over Twofold Bay is stunning. Activities on
the ground remain deeply disturbing. We had the opportunity to walk to
the top of the mill where the conveyor belt moves the <u><a href="http://www.chipstop.forests.org.au/cswhatis.html">woodchips</a></u> across the mill to the container ships.</p>
<p>The
three Greens MPs came together for this visit to help step up the
campaign to close the Eden chipmill, stop the destruction of native
forests and develop a package to restructure the industry and retrain
the workforce.</p>
<p>From
our discussions with the chipmill management and observations of the
mill's operations it is clear that the need to shutdown woodchipping
operations are as urgent as ever.</p>
<p>Since
the woodchip mill was set up in 1969 by Daishowa Paper Manufacturing
Company over 35 million tonnes of native forest chips have been
exported, mostly to Japan. Nippon Paper, now the majority shareholder,
records healthy profits because it pays next to nothing for its native
forest logs.</p>
<p>Sue, Deb and I met with Peter Mitchell, General Manager, and Peter Rutherford, Forestry Manager, of <u><a href="http://south-east-fibre-exports.com/SEFE%20environmental.htm">South East Fibre Exports Pty Ltd</a>.</u>
While they were helpful and willing to answer our questions their
current plan to expand the chipmill to include a biomass energy plant
is deeply troubling.</p>
<p>At
a time when the Eden Chipmill should be wound down management are
publicly spruiking their biomass energy plan that would lock in native
forest logging for years. The SEFE management team promote the proposed
<u><a href="http://www.abc.net.au/news/stories/2008/08/27/2347650.htm">biomass plant&nbsp;</a></u> as clean energy that would take 80 per cent of its fuel from waste generated within the chipmill.</p>
<p>The
bulk of this waste – sawdust, bark, shavings and undersized woodchips –
comes from native forests so if the proposed multi-million biomass
plant was constructed there would be further pressure to log and chip
local native forests for decades to maintain a fuel source for the
plant.</p>
<p>The NSW government should rule out the proposal before any further time and money is wasted on this exercise.</p>
<p>There is mounting evidence that <a href="http://www.theaustralian.news.com.au/story/0,25197,24290893-5013871,00.html"><u>natural forest systems</u> </a>can store larger amounts of carbon than previously understood. And now the forests in <u><a href="http://epress.anu.edu.au/green_carbon/pdf/whole_book.pdf%29">south eastern Australia</a></u>&nbsp;where
logging has occurred and the vegetation is being allowed to re-grow
undisturbed have been identified as having one of the highest rates of
carbon storage.</p>
<p>In contrast woodchipping operations boost greenhouse gas emissions.</p>
<p>Our
visit to the chipmill prompted us to do the sums on what SEFE should
pay for their carbon pollution. We have sent Peter Mitchell an invoice
for the $181 million cost of the carbon pollution generated as a result
of 2006/7 logging. This is in fact a conservative figure using an Emissions Trading Scheme based on $10 per tonne of carbon dioxide. Sir Nicholas Stern in his <u><a href="http://www.hm-treasury.gov.uk/independent_reviews/stern_review_economics_climate_change/stern_review_Report.cfm">report</a></u>
to the British government put a value of $107 per tonne on carbon
dioxide. Using this figure the invoice would rise to $1.9 billion</p>
<p>Sue,
Deb and I visited the chipmill on the first day of spring. It was good
to be together and on the far south coast. Our resolve to work with the
locals and all those committed to depositing this destructive industry
in the dustbin of history is strong. Local groups, like <u><a href="http://www.chipstop.forests.org.au/">Chipstop</a></u> have campaigned on this issue for years.</p>
<p class="MsoList">In coming months we will step up the Greens <u><a href="http://www.nsw.greens.org.au/materials/reports/Saving%20native%20forests.pdf">campaign</a></u> to close the woodchip mill and stop the logging of native forests.</p>
<p>Then the NSW south east coast would have the same status as the <u><a href="http://www.visitvictoria.com/displayobject.cfm/objectid.000F108A-89A6-1A8C-84FB80C476A90000/">Victorian Wilderness Coast</a>.</u></p>
<p>That
is the legacy we need to work for – a Wilderness Coast joining NSW and
Victoria with woodchipping relegated to the Eden Museum along with the
whaling industry.</p>

    <description>Greens MP Lee Rhiannon today called on Premier Rees to close a loophole in new electoral laws that allowed Shoalhaven Independents Group councillors to vote on a Manyana development application for a caravan park, despite the developer Malbec donating $2,000 to the group's head office in the lead up to the 2008 local government elections (South Coast Register today). </description>

<p>"This situation highlights a serious loophole in the electoral laws passed last year," Ms Rhiannon said.</p>
<p>&nbsp;</p>
<p>"Under
new laws, individual councillors who receive donations from developers
are blocked from voting on relevant developments, while councillors who
are part of a group or party can have the donations sent to head office
and vote as normal.</p>
<p>&nbsp;</p>
<p>"Although the Shoalhaven Independents Group
received $2,000 in donations from Malbec, the councillors still voted
on the application, arguing they only had a non-pecuniary interest in
the development.</p>
<p>&nbsp;</p>
<p>"When these new laws were being debated the Greens pointed out the problem to the government, but it refused to fix it.</p>
<p>&nbsp;</p>
<p>"This
loophole in the legislation allows developers to skirt around laws
designed to increase accountability by donating directly to the head
office of a political party or group.</p>
<p>&nbsp;</p>
<p>"This is the first example
the Greens have seen of councillors exploiting this weakness in new
electoral laws, but I doubt it will be the last.</p>
<p>&nbsp;</p>
<p>"Despite the
government's promises to clean up donations following the scandals that
led to the sacking of Wollongong and Tweed councils, we now see that
the new electoral laws have seen little change.</p>
<p>&nbsp;</p>
<p>"The Premier
should immediately move to close this and other loopholes if he wants
to convince the electorate that he is serious about cleaning up
political donations," Ms Rhiannon said.</p>
